Etsuna Otsuka is a fashion designer who specializes in kawaii handmade accessories (which you can see on her website and her personal Instagram). We see around Harajuku regularly, often pushing her adorable young son in a stroller.

Her look features long pastel hair with a cute pastel print dress, white tights, and retro pastel Nike sneakers. Accessories include a white cap and seashell earring.
